District I Alternate

Genoveva Garcia Calloway was born and raised in El Paso, Texas. One of 14 children, she was the first in her family to graduate from college. She is a proud parent of two adult children, four grandchildren and one great-granddaughter.  She happily retired from her profession as a Clinical Social Worker in 2015.

In 2018, she retired from public office, first elected as San Pablo City Clerk in 1998, then four terms on the San Pablo City Council from 2002 to 2018, serving as the Mayor of San Pablo four times.

Genoveva is also a co-founder of several West County institutions, including Familias Unidas, a non-profit community counseling & information center serving West Contra Costa County families; Concilio Latino, a network of West Contra Costa County service providers; and the Peace and Unity Cinco de Mayo Parade with the City of San Pablo and City of Richmond.
