First 5 Contra Costa is pleased to welcome Kelly Sessions as the new Finance and Operations Director.
Kelly is a local government executive with over 30 years of experience in finance and administrative services. He has extensive experience in budget development and financial analysis and is also well versed in developing policies and procedures, creating long-term financial forecasts, implementing performance measures, and instituting IT master plans.
Most recently, under his guidance, his last two cities earned a combined 13 straight Awards for Excellence in Financial Management & Reporting from the Government Finance Officers Association, as well as each city’s first Distinguished Budget Presentation Award. Kelly has a master’s degree in public administration from Brigham Young University. He enjoys any outdoor adventure, especially hiking, camping, ocean sports, gardening and home improvement. Kelly is fluent in Spanish and loves to travel with his wife Emily. Together, they share a blended family of six children and enjoy being grandparents to four.
