The First 5 Contra Costa 2023-2026 Strategic Plan outlines our purpose, evolving role, focus areas, and core strategies that will guide our work for the next three years.
This strategic plan builds on First 5 Contra Costa’s 25-year history and experience as a funder, convener, advocate, and leader in early childhood systems, while elevating new roles and approaches that we must embrace in order to remain a viable, sustainable, and impactful organization. This strategic plan, adopted on June 12, 2023 by our Commission, provides a roadmap that will help us navigate both the challenges and the opportunities that lie ahead as we continue to work to ensure Contra Costa’s young children are healthy, ready to learn, and supported in safe, nurturing families and communities.

First 5 Contra Costa uses research and data to facilitate collective learning about the problems we face and the solutions to address them. We aim to use a variety of methods to advance inquiry, discovery, and solution seeking.
Our centers offer group classes, playgroups, school readiness activities, support groups, one-on-one assistance connecting to community services, and can also provide resources such as food and diapers—all at no cost for families.
Our Commission provides guidance and oversight to First 5 Contra Costa, and helps the public agency fulfill its mission. Commission meetings are open to the public and are generally held every other month.
