Shanelle Scales-Preston

Supervisor, District 5

Shanelle Scales-Preston was elected to the Pittsburg City Council in 2018 and served as Mayor in 2023. With a focus on supporting youth programs and improving city services, Shanelle has worked to contribute to a stronger and more vibrant community.

A lifelong Pittsburg resident, Shanelle understands the challenges and opportunities faced by residents. She grew up in a union family, with her father being a member of UA Local 342 and her mother employed at a nearby glass factory. Shanelle’s connection to Pittsburg is rooted in her upbringing, local education, and ongoing involvement with her church and community organizations such as the Gateway Rotary Club and the Pittsburg Reads initiative.

Shanelle brings years of experience in both regional leadership and community service. She currently serves as Chair of the Board for MCE.

Her career includes decades of service in federal government agencies, where she developed expertise in advocating for residents and coordinating solutions to bureaucratic challenges. Throughout Contra Costa County, Shanelle has fostered strong working relationships with community members and stakeholders.

Shanelle earned her degree from California State University East Bay. She and her husband are raising their two sons in Pittsburg, where they remain active members of the community.
