First 5 Contra Costa is seeking an aligned partnership with nonprofit organizations or public agencies to operate one or more of our five First 5 Centers (known also as Family Resource Centers) for a 3 year contract. Help us realize our vision where all of Contra Costa’s children grow up healthy, ready for school, and supported in safe, nurturing families and communities.
Become an operator of a First 5 Center, which delivers quality early childhood services that are responsive to the needs of the community.
Our centers have been operating in partnership with funded nonprofits and communities for more than 20 years to support pregnant and parenting families with children ages 0 to 5. Our First 5 Centers have evolved into somewhat of a “franchise” type model, that includes no-cost use of the Center, furnishings and program supplies, experienced pool of potential staff, an active client database, a play book and hands-on support and training for a successful Center.

First 5 Contra Costa is the funder, convener, and backbone of the Network of First 5 Centers. The network’s purpose is to maximize resources, work collaboratively to standardize certain practices and partnerships, and to enhance and design new programming together.

It is the responsibility of proposers to ensure, prior to submission, that their proposal reflects the most recent information and RFQ requirements.
First 5 Contra Costa reserves the sole right to determine the timing and content of the responses to all questions and requests for additional information. To ensure that all potential proposers receive the same information, all questions and answers received are compiled and posted on this webpage. To respond to this RFQ, please submit your proposal and all required documents through the First 5 Online Application portal no later than 5:00 PM PST on April 6, 2023:
Step 1: Create an online user account by clicking here. Click the “new applicant” button to set up your profile. The portal requires a twelve (12) character password with a mix of upper and lower case letters, numbers, and symbols. Be sure to save your password for future use.
Step 2: Once a user account has been created, click here to access the application. Your profile login information will be required to access your saved application
Step 3: Once an application has been started, click here to modify and/or submit your application. Please do not create a new application once you have started your application.
Applicants must submit all required documents specified in the RFQ through this online form. It is highly recommended that you print a copy of your application for your records prior to clicking “Submit.” To do this, click “Printer-Friendly Version.” You should review the printed copy prior to submitting the application electronically. In addition, you should ensure that the attachments were successfully uploaded by reviewing the list of attachments included.
