This Request for Vendors (RFV) is an open, competitive online application process to become a pre-qualified vendor with First 5 Contra Costa. The initial qualification period is 12 months, with potential renewal for an additional 12 months. Upon qualification, First 5 Contra Costa may engage vendors for projects on an as-needed basis or for specific project durations.  

We are seeking vendors who can deliver each of the following services:

  • Event Planning
  • Grant Writer
  • Graphic Design
  • Meeting Facilitation(Virtual/Hybrid)
  • Photography
  • PR, Media Outreach, StrategicCommunications
  • Translation/Interpretation/American Sign Language
  • Video Production

DESCRIPTION

First 5 Contra Costa Children and Families Commission is seeking to establish a qualified vendor list (QVL) of vendors with experience and/or subject matter expertise to provide services in each of the following eight (8) service categories:  

  • Event Planning
  • Grant Writer
  • Grant Writer
  • Meeting Facilitation (Virtual/Hybrid)
  • Photography
  • PR, Media Outreach, Strategic Communications
  • Translation/Interpretation/American Sign Language
  • Video Production

Applicants have the option to submit qualifications for multiple service categories. Successful vendors will complement the skills and capabilities of our staff and partner organizations, enabling us to effectively pursue the goals and objectives outlined in our Strategic Plan.

It’s important to note that inclusion on a QVL by First 5 Contra Costa does not guarantee a specific volume of business for the vendor. Vendors will be admitted to the QVL pool for a 12-month duration and may have the opportunity to renew their membership for an additional year at the discretion of First 5 Contra Costa upon expiration.

ELIGIBLE APPLICANTS

Applicants must meet the following eligibility requirements:

  1. Applicants must meet the subsequent minimum qualifications corresponding to the service category for which they are applying. Learn more here.
  2. Must be in compliance and good standing with all local, county, state, and federal government entities, including but not limited to the Internal Revenue Service (IRS), California Secretary of State-Business Programs, and the Franchise Tax Board.
  3. If your entity is required to register with the California Secretary of State, First 5 Contra Costa will verify an “active” status via the California Secretary of State’s website: https://bizfileonline.sos.ca.gov/
  4. Satisfactory performance on any contract(s) previously awarded by First 5 Contra Costa. 

Applicants who do not meet the above eligibility requirements will not advance past the initial Phase 1 review and will be deemed ineligible for inclusion on the Qualified Vendor List (QVL).

An online application packet complete with required documents must be received by First 5 Contra Costa no later than 5:00 PM PT on October 18, 2023. Please review the RFV’s Timeline for the Selection Process to ensure availability during the proposal review activities.

HOW TO APPLY

To respond to this RFV, please submit your online application with all required documents through the online application portal designated by First 5 Contra Costa no later than 5:00 PM PT on October 18, 2023. To create your online account and access the online application, complete the following steps:

Step 1: Create an online user account by clicking here. Click the “new applicant” button to set up your profile. The portal requires a twelve (12) character password with a mix of upper and lower case letters, numbers, and symbols. Be sure to save your password for future use.

Step 2: Once a user account has been created, click here to access the application. Your profile login information will be required to access your saved application

Step 3: Once an application has been started, click here to modify and/or submit your application. Please do not create a new application once you have started your application.

Applicants must submit all required documents specified in the RFV through this online form by the deadline. It is highly recommended that you print a copy of your application for your records prior to clicking “Submit.” To do this, click “Printer-Friendly Version.” You should review the printed copy prior to submitting the application electronically. In addition, you should ensure that the attachments were successfully uploaded by reviewing the list of attachments included.

Please review the RFV’s Timeline For Selection Process to ensure availability during the proposal review activities. NOTE: Please do not wait until the last minute to submit your application. It is the applicant’s responsibility to verify the submission prior to the deadline. Once the online application has been submitted, applicants cannot make edits. All applicants are encouraged to submit applications early. First 5 Contra Costa will not be responsible for any technical problems or submission failure. Failure to submit ALL required documents by 5:00 p.m. PT may constitute an incomplete proposal and may be grounds for disqualification. Applications submitted after 5 p.m. PST will not be accepted or considered.
